Creates a Colorado Rockies special license plate available for motorcycles, passenger cars, trucks, and noncommercial vehicles not exceeding 16,000 pounds empty weight, beginning January 1, 2013 or when the department is able to issue them.

Requires applicants to donate $52.80 to the Colorado Rockies Baseball Club Foundation and provide a certificate confirming the donation to qualify for the plate.

Imposes a one-time $25 issuance or replacement fee for the special plate, with the fee credited to the Highway Users Tax Fund; regular taxes and fees apply in addition to this amount.

Allows the department to discontinue issuing the plates if fewer than 3,000 total plates are issued by July 1, 2017, but existing plate holders may continue using them indefinitely.

Appropriates $2,960 to the Department of Revenue for computer center services and $17,760 to the Division of Motor Vehicles for purchasing special license plates related to implementation, effective August 8, 2012.
