Extends the statutory authorization for the Committee on Anticompetitive Conduct from July 1, 2012 to September 1, 2013.

Directs the General Assembly to hold constructive discussions among licensed professionals and interested parties to consider the proper role, structure, and functions of the Committee before its expiration.

Requires the Department of Regulatory Agencies to review the functions of professional review committees prior to the September 1, 2013 repeal date.

Removes the Committee on Anticompetitive Conduct from the list of agencies and functions scheduled to terminate on July 1, 2012 under the regulatory sunset review process.

Repeals the Court of Appeals' jurisdiction to review final actions of the Committee on Anticompetitive Conduct effective September 1, 2013.
