Permits persons aged 16 or older who will not reach 18 years of age by the next election to preregister to vote using any registration method available to voters aged 18 and older.

Voter registration automatically becomes active upon the preregistered person reaching 18 years of age.

Allows preregistered persons to update their registration information online through the Secretary of State's official web site.

Removes the requirement that applicants for voter registration affirm they will have attained age 18 by the date of the next election, allowing 16-year-olds to register conditionally.

Becomes effective August 8, 2012, subject to potential referendum petition and voter approval in the November 2012 general election.
