Reserves land use and siting decisions for local government jurisdiction under their zoning rules, resolutions, and ordinances.

Allows public utilities and power authorities to appeal local government actions to the Public Utilities Commission under section 29-20-108, C.R.S.

Permits utilities to recover prudently incurred costs for transmission facility planning, development, and construction through a separate rate adjustment clause, including weighted average cost of capital during construction.

Declares the act necessary for immediate preservation of public peace, health, and safety as a measure to facilitate efficient electric transmission line development for energy security and economic growth.
