HB 12-1318 Summary

• The Office of the State Architect shall develop guidelines establishing when state-owned, general-funded buildings and physical facilities are eligible for controlled maintenance funding based on the dates of acquisition, construction, additions, renovations, or corrective repairs.

• Guidelines must be annually reviewed and approved by the Capital Development Committee and posted on the Office of the State Architect's website.

• State agencies and institutions of higher education may request written waivers of eligibility requirements, with the State Architect seeking Capital Development Committee approval when special consideration is warranted.

• Creates an Emergency Controlled Maintenance Account within the Capital Construction Fund to fund unplanned and immediate maintenance needs when state agencies communicate such needs to the State Architect in writing.

• The State Architect must provide annual reports to the Capital Development Committee on emergency controlled maintenance spending, with unused funds remaining in the account year to year.
