Allows school districts to choose between state inspectors or local electrical and plumbing inspectors for school building inspections, replacing the previous requirement for state inspectors only.

Requires school districts to notify the state board by October 1 of the preceding year whether they will use state or local inspectors for the subsequent fiscal year.

Mandates school districts use the same designated inspector type for all schools in the district, unless a specific school building is located in a jurisdiction without local inspection authority (in which case a state inspector performs that inspection).

Requires local governments to use journeymen or master plumbers when contracting for plumbing inspections and mandates they reimburse the state plumbing board if they fail to timely notify the board of intent to commence or cease local plumbing inspections.

Specifies that all state and local electrical and plumbing inspectors must inspect to the standards established in the state electrical and plumbing codes.
