HB 12-1320 Summary

• Repeals the governor's energy office program that provided home energy efficiency improvements for low-income households, effective July 1, 2013.

• Redirects funding from the governor's energy office home energy efficiency program and the Energy Outreach Colorado low-income energy assistance fund to the Department of Human Services low-income energy assistance fund.

• Reallocates the $13 million annual severance tax trust fund transfer (beginning July 1, 2012) to direct 100% to the Department of Human Services low-income energy assistance fund instead of splitting it 25% to DHS, 25% to Energy Outreach Colorado, and 50% to the governor's energy office.

• Transfers any remaining funds in the Energy Outreach Colorado and governor's energy office low-income energy assistance funds to the Department of Human Services fund as of July 1, 2012.

• Takes effect July 1, 2012, with conditional provisions dependent on whether House Bill 12-1028 becomes law.
