Amends Colorado Mesa University's role to remove "moderately" selective admission standards, making the university a general baccalaureate and graduate institution with selective admission standards.

Increases the Colorado Mesa University Board of Trustees from 11 to 13 members, with the governor appointing 11 members (instead of 9) with senate consent.

Requires at least 2 of the 11 appointed board members to reside in Delta, Garfield, Mesa, or Montrose county, and limits appointed members from the same political party to no more than 6 (instead of 5).

Establishes specific term expiration dates for the two new board members appointed under this bill, with one term expiring January 1, 2015 and the other January 1, 2016.

Maintains the 12th and 13th board positions as advisory, non-voting seats held by a student member and a faculty member, respectively.
