• Encourages the state board of human services to increase the old age pension standard allowance from $699 per month to $725 per month, effective July 1, 2012.

• Expands the definition of "eligible senior" to include adults age 60 or older who are eligible for medical assistance but not long-term care services, in addition to those eligible for old age pension assistance.

• Creates a Senior Services Account within the Older Coloradans Cash Fund to receive transfers of unencumbered balances for distribution to area agencies on aging.

• Appropriates $3,022,800 and 1.0 FTE to the department of public health and environment for fiscal year 2012-2013 to implement the bill's provisions.

• Increases the estimated expenditure authorization for old age pension cash assistance programs by $6,695,581 in the annual general appropriations act for fiscal year 2012-2013.
