Requires each county public trustee to adopt a budget following county budgeting requirements and submit it to the board of county commissioners for review.

Public trustees appointed by the governor must undergo separate individual annual audits beginning January 1, 2013, rather than being included in county audits.

Public trustees who are county treasurers continue to be included in regular county audits.

Governors-appointed public trustees must comply with the state procurement code for purchases of $20,000 or more and multi-year agreements, or may apply county procurement rules if they require competitive bidding.

Act takes effect August 8, 2012, subject to voter approval if a referendum petition is filed within 90 days of adjournment.
