Creates a petition process allowing individuals to request the Colorado Parks and Wildlife Commission end a suspension of wildlife hunting privileges once every five years after meeting specific timeframes

Allows petitions for suspensions of 10-29 years after half the suspension period has elapsed, or for lifetime suspensions after 15 years have elapsed

Requires the Commission to hold a hearing within 120 days of receiving a petition, but limits individuals to a maximum of three petitions; fourth and subsequent petitions may be denied without a hearing

Permits the Commission to end a suspension only if the person is unlikely to re-offend, has no convictions for wildlife violations since the suspension, and the suspension is their first in Colorado

Authorizes the Commission to require reinstatement fees up to $300, up to 40 hours of service on wildlife projects, or completion of a hunter safety course as conditions for ending a suspension
