• Contract for a system-wide Department of Corrections analysis by July 1, 2012, to identify cost-effective uses of public and private inmate beds, excluding vendors with conflicts of interest.

• Analysis must consider population growth/decline scenarios, inmate risk levels, sentence lengths, programmatic needs, and may include an advisory group of correctional experts and public comment opportunities.

• Office shall develop and prioritize options for five fiscal years beginning 2013-14, considering public safety, operational needs, facility characteristics, inmate classifications, cost efficiency, community/workforce impact, staffing effects, and programming effectiveness.

• Appropriates $350,000 from the general fund for fiscal year 2012-13 to the Office of State Planning and Budgeting for the prison utilization study.

• Section expires July 1, 2014.
