Chief Information Officer required to monitor the Colorado Benefits Management System (CBMS) Improvement and Modernization Project and submit quarterly reports to the Joint Budget Committee starting June 1, 2012, with reports due September 1, December 1, and March 1 of each year.

Quarterly reports must include project management structure, work plan overview with budgeted and expended amounts for each component, status indicators covering scope, resources, budget, risk, schedule and deliverables, and impact on state-supervised public assistance programs and county staff.

Chief Information Officer must adopt rules, procedures, and fee schedules in consultation with the Government Data Advisory Board for responding to data requests from entities outside state government, with fees capped at direct and indirect costs.

Total appropriations of $3,654,755 for fiscal year 2011-12 and $12,279,762 for fiscal year 2012-13 allocated across Department of Health Care Policy and Financing, Department of Human Services, and Governor's Office of Information Technology for CBMS modernization expenses.

All CBMS monitoring and reporting requirements automatically repeal effective July 1, 2014.
