Reduces the general fund portion of per diem rates paid to nursing facilities by 1.5 percent from July 1, 2012 through June 30, 2013.

Allows the state department of health care policy and financing discretion to increase supplemental Medicaid payments to offset the reduction, provided provider fees do not exceed limits in statute.

Decreases general fund appropriation to the department of health care policy and financing by $4,512,338 for fiscal year beginning July 1, 2012.

Decreases federal funds appropriation by $4,512,338 for the same fiscal year to implement the rate reduction.
