Creates a work therapy program in the Department of Human Services to provide sheltered workshop programs for training and employment of persons receiving services at mental health institutes and regional centers in Grand Junction, Pueblo, and Wheat Ridge.

Establishes the Work Therapy Cash Fund to receive all moneys collected from work therapy activities, with funds subject to annual appropriation by the General Assembly for direct and indirect implementation costs.

Authorizes the State Treasurer to invest unexpended fund moneys, with all interest and income credited back to the fund; any unencumbered moneys remaining at fiscal year-end remain in the fund and are not transferred to the General Fund.

Appropriates $467,116 and 1.5 FTE from the Work Therapy Cash Fund to the Department of Human Services for fiscal year beginning July 1, 2012, for implementation expenses.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
