Amends Colorado Revised Statutes 24-75-302 to modify transfers of moneys to the capital construction fund from the general fund and general fund exempt account.

Reduces the July 1, 2011 transfer amount from $48,171,749 to $47,671,749 and establishes a July 1, 2012 transfer of $59,919,309 plus additional amounts from prior legislation.

Extends the deadline for subsection (2.5) transfers from July 1, 2010 through July 1, 2012, adding new transfers of $500,000 on July 1, 2011 and $500,000 on July 1, 2012.

Clarifies that these fund transfers are not deemed to be appropriations subject to limitations under section 24-75-201.1.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
