Establishes a "lacks a fixed residence" category for sex offender registration, including persons in outdoor locations, temporary shelters, or facilities where they stay less than 14 days, and persons who fail to register address changes or register in new jurisdictions.

Requires law enforcement agencies to accept registration from persons lacking fixed residence and to include such requirements in all registration notices provided by probation, corrections, and courts.

Mandates persons without fixed residence to report their location(s) every three months (or monthly for those with quarterly registration requirements) through a self-verification enhanced reporting process instead of physical address verification.

Creates new criminal offense of "failure to verify location as a sex offender" (section 18-3-412.6), punishable as an unclassified misdemeanor up to 30 days in county jail, or up to one year for third or subsequent violations, with an affirmative defense for uncontrollable circumstances.

Requires the Colorado Bureau of Investigation and local law enforcement agencies to report semi-annually from July 1, 2012 through January 1, 2015 on the number of persons registering without fixed residence, with effectiveness assessment due by March 31, 2015.
