Increases the annual beer production limit for brew pubs from 1,860,000 gallons to up to 9,300,000 gallons if the brew pub does not sell beer at wholesale to licensed retailers.

Maintains the existing 1,860,000 gallon annual production limit for brew pubs that sell beer at wholesale to licensed retailers, with a cap of 300,000 gallons per year for wholesale sales.

Declares the bill's purpose is to encourage responsible growth of Colorado's brew pubs consistent with the state's three-tier system of alcohol beverage regulation.

Brew pubs manufacturing over 1,860,000 gallons must comply with ownership disclosure requirements and cannot sell any alcohol beverages at wholesale to licensed retailers.

Takes effect August 8, 2012, unless a referendum petition is filed, in which case the measure requires voter approval at the November 2012 general election.
