Requires each dog breeder operating a licensed pet animal facility to provide dogs with access to sanitary, solid flooring in the cages where dogs are kept

Applies to all dog breeders licensed pursuant to Colorado Revised Statutes Article 35-80

Takes effect 90 days after final adjournment of the general assembly (August 8, 2012, if adjournment occurs May 9, 2012)

Subject to referendum petition; if challenged, the act will not take effect unless approved by voters at the November 2012 general election
