Department of Local Affairs must conduct a study determining the effect on state severance tax revenues from local government moratoriums or permanent prohibitions on oil and gas extraction.

Department shall submit findings and report to the Senate Agriculture, Natural Resources, and Energy Committee and House Agriculture, Livestock, and Natural Resources Committee by March 1, 2013.

Study requirement and reporting obligation are repealed effective July 1, 2013.

Act takes effect 90 days after final adjournment of the 2012 general assembly (August 8, 2012, if adjournment occurs May 9, 2012), unless subject to referendum petition requiring voter approval in November 2012.
