State Treasurer shall transfer from the General Fund to the Colorado Economic Development Fund on June 30, 2012, the lesser of $4 million or the amount by which the June 2012 revenue estimate exceeds the March 2012 estimate for fiscal year 2011-12.

$4,000,000 is appropriated from the Colorado Economic Development Fund to the Governor-Lieutenant Governor-State Planning and Budgeting for fiscal year beginning July 1, 2012.

Appropriated funds shall be allocated to economic development programs and general economic incentives and marketing for business incentives related to the bill's implementation.

The act is declared necessary for the immediate preservation of public peace, health, and safety.

Governor John W. Hickenlooper approved the bill.
