Creates a 1% procurement preference for contractors certifying best efforts to use domestically manufactured materials, supplies, products, provisions, or equipment on state contracts exceeding $250,000 in aggregate spending, effective July 1, 2012.

Preference only applies if U.S.-manufactured items are equal in quality, available in sufficient quantities, and cost no more than 15% above foreign-manufactured alternatives.

Contractors must certify eligibility for the preference and governmental bodies may verify compliance; preference cannot satisfy minimum contract requirements or be awarded to ineligible contractors.

Executive director of the department of personnel must promulgate administrative rules for certification and verification processes under the State Administrative Procedure Act.

Appropriates $198,830 and 2.7 FTE to the department of personnel for fiscal year 2012-2013 to implement and administer the preference program; preference does not apply if it would violate federal treaties, laws, agreements, or rules.
