Extends the effective period of paragraph (c.5) of Colorado Revised Statutes 37-90-137 from July 1, 2012 to July 1, 2015, postponing the repeal of requirements to replace well depletions to Denver Basin aquifers.

Modifies the timeframe during which paragraph (c) is not in effect from July 1, 2009 through July 1, 2012 to instead run through July 1, 2015.

Changes the repeal date of paragraph (c.5) from July 1, 2012 to July 1, 2015.

Applies to plans for augmentation decreed on or after the effective date of the act.

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, and safety.
