Creates the Water Resources Cash Fund in the state treasury to consolidate multiple existing water resource cash funds administered by the Division of Water Resources, effective July 1, 2012.

State Engineer collects fees for water data distribution and publication sales, setting amounts by rule to reflect direct and indirect costs, with all fees credited to the new consolidated fund rather than reverting to the general fund.

State Engineer collects and deposits specific permit, well, and augmentation plan fees into the consolidated fund, except designated amounts ($5-$30 per fee) that go to the General Fund and Well Inspection Cash Fund.

Consolidated fund revenues support automated well permit processing, groundwater data networks, groundwater investigations, permit publication costs, augmentation plan reviews, enforcement actions, and division operations, all subject to General Assembly appropriation.

Reduces fiscal year 2012-2013 cash fund appropriations by $716,434 from multiple separate funds and increases appropriations by the same amount from the new consolidated Water Resources Cash Fund.
