Requires Colorado higher education institutions to classify students as "standard-rate" tuition students if they attended a Colorado high school for 3+ years and were admitted within 12 months of graduation, unless the institution adopts a policy to opt out.

One-year exception allows students who meet all requirements but miss the 12-month admission deadline to receive standard-rate classification through July 1, 2013.

Standard-rate students must pay in-state tuition plus an amount equal to the College Opportunity Fund stipend; they are ineligible for College Opportunity Fund stipends and state-funded need-based financial aid.

Students without lawful immigration documentation must submit an affidavit stating they are requesting, have applied for, or will apply for lawful status as soon as eligible; this affidavit is protected as a confidential education record.

Verification of lawful presence in the United States is not required for standard-rate tuition classification, and this classification does not establish residency or domicile for any purpose.
