Prohibits the Water Quality Control Commission from adopting numeric criteria for water control standards regarding nitrogen or phosphorus in Colorado Revised Statutes § 25-8-204.

Prohibits the commission from promulgating control regulations containing numeric criteria for nitrogen or phosphorus in Colorado Revised Statutes § 25-8-205.

Requires the commission and division to pursue incentive, grant, and cooperative programs for agricultural nonpoint source pollution control before promulgating control regulations.

Specifies that control regulations for agricultural practices may only be promulgated if the commission determines that incentive, grant, and cooperative programs are inadequate and regulations are necessary to meet state or federal law.

Declares the act necessary for immediate preservation of public peace, health, and safety.
