CO SB019

Suspends all compensation, reimbursement, and other payments to General Assembly members starting on the first day of the interim between sessions if the General Assembly fails to pass both the annual general appropriation act and the annual public school finance act during the regular session.

Payments resume when both required bills are presented to the governor or December 1 of the same year, whichever is earlier, and members receive all suspended payments on the next regular pay period.

Creates the Colorado On-time Budget Advisory Committee with 12 members (4 House members, 4 Senate members, and 4 governor appointees) to review state budget processes and analyze methods from other states to ensure timely passage of critical budget bills.

Requires the advisory committee to meet at least six times and submit a report by January 1, 2013, to the General Assembly and by January 15, 2013, to relevant budget committees, including findings from at least three public meetings throughout the state.

Advisory committee is repealed effective July 1, 2013, and must undergo sunset review before that date.
