The state department, in cooperation with single entry point agencies, shall develop and implement a coordinated plan to provide education about PACE program operations, including required training of case managers in counties where PACE programs operate.

Case managers and state department staff must discuss the PACE program option and potential benefits with all eligible long-term care clients, and PACE providers may contract with enrollment brokers to include PACE in marketing materials to eligible clients.

Eligible persons enrolled in managed care organizations or other risk-bearing entities may elect to withdraw and enroll in a PACE program, with the effective date not exceeding 30 days after the election date.

Single entry point agencies must inform eligible persons about the benefits of participating in PACE programs as an alternative to managed care organization enrollment.

Defines "dually eligible person" as someone eligible for both Medicaid and Medicare benefits and clarifies that such persons may be included as eligible for PACE program enrollment.
