Prohibits state agencies from promulgating rules that create state mandates on local governments unless the agency complies with requirements in section 29-1-304.5, C.R.S.

Requires agencies to provide the Director of the Office of State Planning and Budgeting with descriptions of proposed rules containing state mandates, including consultations with local officials, concerns raised, written communications, and the agency's reasoning, beginning January 1, 2014.

Mandates that the Director review agency submissions for compliance and issue a written notice of compliance before an agency can conduct public rulemaking proceedings on rules with state mandates.

Requires each agency to develop and implement by January 1, 2014 a process to actively solicit meaningful and timely input from elected officials and other representatives of local governments affected by proposed rules with state mandates.

Applies new requirements to temporary and emergency rules, which may no longer become permanent without compliance with the state mandate consultation and approval procedures.
