Creates a rule review process for rules adopted on or after November 1, 2011, that implement legislation enacted after January 1, 2011.

Requires the Office of Legislative Legal Services to identify rules adopted as a result of enacted legislation and notify sitting prime sponsors, cosponsors, and current committee of reference members in both chambers.

Mandates agencies to post completed cost-benefit analyses on their official websites and on the Department of Regulatory Agencies' official website when such analyses are requested.

Requires the executive director of the Department of Regulatory Agencies to request cost-benefit analyses at least twenty days before rule hearings if proposed rules may negatively impact economic competitiveness or small businesses.

Declares the act necessary for immediate preservation of public peace, health, and safety.
