Enacts Colorado Revised Statutes 2011 as the positive and statutory law of Colorado, comprising all general and permanent laws originally in Colorado Revised Statutes 1973 plus subsequent enactments made pursuant to Section 2-5-125 and laws enacted at the first regular session of the Sixty-Eighth General Assembly.

Sets the effective date for Colorado Revised Statutes 2011 as the first weekday (not a Saturday, Sunday, or legal holiday) following the effective date of this bill.

Adds subsection (2)(o) to Colorado Revised Statutes 2-5-126 to establish the annual enactment procedure for the 2011 revision.

Includes a safety clause declaring the act is necessary for the immediate preservation of public peace, health, and safety.
