Requires the Colorado Department of Health Care Policy and Financing to seek a federal waiver by September 1, 2012 to increase flexibility and efficiency in managing the Medical Assistance Program and Children's Basic Health Plan.

Authorizes the state to determine program eligibility categories, income levels, and establish asset tests for eligibility under the waiver.

Permits implementation of cost-sharing and premiums to encourage informed consumer behavior, and directs the state to encourage use of private health benefits coverage and employer-sponsored health insurance.

Authorizes the state department to negotiate capped federal reimbursements with adjustments for population growth and inflation.

Requires the state department to report to the Health and Environment Committee of the House and Health and Human Services Committee of the Senate regarding the waiver request and identify necessary state law changes to implement the reforms.
