Expands the Department of Human Services Child Fatality Review Team's responsibilities to include near fatalities and incidents of egregious abuse or neglect, not just child deaths.

Defines "near fatality" as a case where a physician determines a child is in serious, critical, or life-threatening condition from suspected abuse, neglect, or maltreatment.

Requires county departments to report suspicious incidents within 24 hours and provide all relevant documentation within 60 days if the family had previous involvement with the county within two years of the incident.

Mandates the team to complete reviews within 30 days of the review team meeting and submit draft reports to county departments for 30-day response periods before finalizing.

Requires public disclosure of case-specific executive summaries on the state department website within seven business days of report finalization, excluding confidential information that would identify individuals or jeopardize ongoing investigations or prosecutions.
