Requires roofing contractors to provide written contracts signed by both parties before performing residential roofing work, including scope of services, costs, dates, and contractor contact information.

Allows property owners to rescind roofing contracts within 72 hours and receive full refunds of deposits, with an additional rescission right if an insurance claim is denied in whole or in part.

Prohibits roofing contractors from paying, waiving, or rebating insurance deductibles for property and casualty insurance claims related to roofing work.

Requires contractors to hold payments in trust until roofing materials are delivered or a majority of work is completed, and permits contractors to retain compensation only for actual work performed if a contract is rescinded.

Applies to contracts for roofing work exceeding $1,000 on residential properties including detached single or two-family dwellings and multiple single-family dwellings up to three stories, but excludes new construction.
