Amends the definition of "children's resident camp" to clarify that recreational experiences may occur at permanent camp premises or on trips off the premises.

Changes the eligible age range for attending a children's resident camp from completion of kindergarten or age six through younger than seventeen to age six through younger than nineteen.

Allows persons aged nineteen or twenty to attend a children's resident camp if they have attended or graduated from high school within six months prior to attending the camp.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
