Amends the Colorado Children's Trust Fund to emphasize both primary and secondary prevention programs designed to reduce child abuse and neglect occurrence and recurrence.

Expands the board's authority to coordinate prevention programs and expend trust fund moneys for primary and secondary prevention initiatives, including pilot programs and programs addressing prenatal drug exposure.

Authorizes grants for start-up, continuance, or expansion of primary or secondary prevention programs, home visitation programs, educational seminars, and program evaluations.

Requires the Department of Public Health and Environment to contract for independent evaluations of the trust fund's administrative costs and cost-effectiveness by November 1, 2011 and November 1, 2021.

Extends the article's repeal date from July 1, 2012 to July 1, 2022, allowing the Colorado Children's Trust Fund to continue operating for ten additional years.
