Expands the Colorado kinship guardianship assistance program to include relatives, persons with family-like relationships to the child as identified by the family, and persons with prior significant relationships with the child, in addition to grandparents.

Eligible guardians must be committed to the child's permanency, have been the child's foster parent or parents at the time guardianship was assumed, and have assumed guardianship of the child or children.

Requires the state department to promulgate rules for program implementation.

Program implementation is conditional upon section 3 of Senate Bill 09-245 becoming law or the general assembly appropriating sufficient funds, whichever occurs first.

Takes effect August 8, 2012, unless a referendum petition is filed, in which case it requires approval by voters in the November 2012 general election.
