SB 12-072: Colorado Mounted Rangers

• Establishes the Colorado Mounted Rangers as an all-volunteer, unpaid auxiliary unit to assist emergency management, fire-fighting, search-and-rescue, and law enforcement agencies in the state.

• Authorizes county sheriffs, local governments, emergency planning committees, and state agencies to enter into memoranda of understanding with the Colorado Mounted Rangers and other volunteer organizations to provide disaster assistance.

• Memoranda of understanding may specify circumstances for requesting services, conditions for accepting or refusing assistance, cost responsibility, and required training or certification for volunteers.

• Makes Colorado Mounted Rangers members "authorized volunteers" under state law, providing liability protections under Article 10 of Title 24.

• Designates state and local law enforcement agencies entering into agreements with Colorado Mounted Rangers as solely responsible for controlling ranger performance and liable for any misconduct as if rangers were full-time employees.
