Amends Colorado Revised Statutes 15-14-310(5)(a) to allow exceptions to the prohibition on dual professional roles in guardianship and conservatorship cases.

Permits a person who is a family caregiver or caregiver to an eligible person under consumer-directed care services to serve simultaneously as a guardian or conservator and in another role, with specific court findings for good cause shown.

Maintains existing prohibitions preventing the same professional from acting as both guardian and conservator, guardian and direct service provider, or conservator and direct service provider, except in cases meeting the new cardholder exceptions.

Declares the act necessary for immediate preservation of public peace, health, and safety.
