Prohibits the Colorado Department of Transportation from creating or enforcing rules that disqualify contractors from bidding on CDOT projects solely based on lack of prior CDOT project experience.

Allows contractors with experience successfully completing local street or bridge projects, county road or bridge projects, or other relevant construction experience to qualify as bidders if a reasonable person would believe they can complete the project.

Applies the same prequalification restrictions to Integrated Project Delivery (IPD) contracts and requires rules to include provisions for government agencies to maintain public project records according to generally accepted cost accounting principles.

Takes effect 90 days after final adjournment of the general assembly (August 7, 2012) unless a referendum petition is filed, in which case voter approval at the November 2012 general election is required.

Applies to contractor prequalification applications submitted on or after the effective date of the act.
