• Removes yellow grease from the definition of "grease" subject to state regulation under Colorado Revised Statutes 30-20-123, limiting state oversight to trap grease only.

• Prohibits the Colorado Department of Public Health and Environment from regulating any yellow grease that is not intercepted by and contained in grease traps or grease interceptors.

• Expands the definition of "trap grease" to include "other waste" in addition to residual yellow grease, wastewater, and debris from food preparation or processing.

• Maintains state oversight of trap grease collection, transportation, and disposal to protect public health and environment, and authorizes data sharing with local regulating entities.

• Declares the act necessary for immediate preservation of public peace, health, and safety.
