SB 12-085 Summary

• Reduces Medicaid eligibility by repealing coverage for certain qualified aliens, children in foster care, Medicaid buy-in program participants, and childless adults

• Lowers parental income threshold for child Medicaid eligibility from 100% to 60% of the federal poverty line

• Eliminates 12 months of continuous eligibility for children and presumptive eligibility for children and certain long-term care recipients

• Removes optional Medicaid services including over-the-counter medications, outpatient substance abuse treatment, cervical cancer immunization for females under 20, and alternative therapies for spinal cord injuries

• Reduces Children's Basic Health Plan eligibility from 250% to 205% of the federal poverty line and replaces advanced practice nurse services with nurse-midwife services
