Creates a 9-member task force appointed by the Senate president, Senate minority leader, House speaker, and House minority leader to study the cost of regulatory compliance for Colorado businesses by July 1, 2012.

Task force membership includes industry leaders, academics from economics or business schools with regulatory expertise, small or medium business leaders, a representative from a research organization, and a former state regulatory employee.

Task force must deliver an interim report by August 5, 2013 and final report by August 6, 2014 analyzing estimated annual compliance costs broken down by regulation type, cost per employee by firm size (fewer than 20 to 500+ employees), and may consult similar federal studies.

Requires private funding through gifts, grants, and donations with the Legislative Council staff tracking adequate funding; authorizes legislative council, legislative legal services, and state auditor to provide staff assistance if funded.

Task force and this entire section expire September 1, 2015.
