Designates oil and gas operations regulation as a matter of statewide concern under Colorado law

Grants the Colorado Oil and Gas Conservation Commission exclusive jurisdiction to regulate all oil and gas operations

Preempts all local regulation of oil and gas operations by local governments

Rescinds any delegation of oil and gas regulatory authority to other state officers, boards, or commissions

Takes effect August 7, 2012, unless subject to a referendum petition filed within 90 days after final adjournment, in which case approval by voters at the November 2012 general election is required
