SB12-089 Summary

• Repeals Part 5 of Article 5 of Title 43 of Colorado Revised Statutes, eliminating the motorcycle operator safety training program administered by the office of transportation safety in the department of transportation.

• Eliminates the motorcycle operator safety training fund and repeals all license and registration fee surcharges that funded the program, including surcharges on motorcycle endorsements for driver's licenses, minor driver's licenses, and motorcycle registrations.

• Removes references to the repealed motorcycle program from the commercial driving school definition and exempts it from the Uniform Safety Code of 1935 citation.

• Takes effect 90 days after final adjournment of the general assembly (August 7, 2012) unless a referendum petition is filed, in which case voter approval at the November 2012 general election is required.
