Extends the Office of Information Technology's authority to amend existing state agency information technology contracts from June 30, 2012 to June 30, 2014.

Permits contract amendments to expand scope to include additional state agencies, extend contract terms, and improve cyber security without requiring new solicitations or awards.

Exempts contract amendments made by the Office of Information Technology from Colorado's procurement code requirements through June 30, 2014.

Repeals the authorization and exemption provisions effective July 1, 2014.
