Authorizes the Department of Human Services to contract with a private contractor for design, construction, and operation of a 500-bed residential juvenile facility following an academic correctional model with educational, vocational, and developmental programming.

Expands facility eligibility to house juveniles in temporary custody of county departments of social services in addition to juveniles in state custody.

Requires the contractor to provide dental, medical, psychological services, diet, education, and work programs at least equal to those at state juvenile facilities, with work and education programs designed to reduce recidivism.

Mandates the Department of Human Services calculate and annually report recidivism rates for committed juveniles who complete the program, including any criminal offense committed within three years after leaving the facility.

Contractor must indemnify the state against all liability including civil rights claims and maintain proof of satisfactory insurance determined by the department.
