Effective July 1, 2015, at-risk funding for district charter schools, central administrative overhead cost accounting, and direct purchase of services will be based on an adjusted per-pupil revenue formula regardless of when the charter application was approved or the district's at-risk student percentage.

Redefines "central administrative overhead costs" to include indirect costs for support services in general administration and salaries/benefits for administrative positions listed in the school district chart of accounts as specified by state board rule.

Expands the definition of "district charter school" to mean any charter school of a school district, and redefines "qualifying school district" to mean any school district of the state, effective July 1, 2015.

Requires all districts receiving at-risk funding to describe their at-risk programs and services purchased with that funding and report the percentage of at-risk pupils served by each program or service, posted online for free public access, beginning with the 2015-16 budget year.

Act takes effect 90 days after final adjournment of the general assembly (August 8, 2012), unless subject to referendum petition, in which case it requires voter approval at the November 2012 general election.
