Adds definitions for "charter authorizer" (school district, state charter school institute, or Colorado School for the Deaf and the Blind) and "charter school" to Colorado education law.

Permits charter schools authorized to operate kindergarten programs to plan, develop, and operate public preschool programs with or without state funding.

Requires charter school preschool programs to enroll diverse students consistent with charter school enrollment rules, operate in approved and licensed facilities at or near the kindergarten location, and guarantee student enrollment continuity from preschool through kindergarten.

Adds a representative from charter schools with preschool programs to district preschool program advisory councils.

Takes effect 90 days after the 2012 general assembly adjournment (August 8, 2012) unless subject to a referendum petition, in which case it requires voter approval at the November 2012 general election.
