Enacts the "Fracking Safety and Water Protection Act" requiring the Colorado Oil and Gas Conservation Commission to adopt rules for hydraulic fracturing operations regarding radioactive materials, explosives, and federal Superfund sites.

Requires operators to submit water quantity reports showing projected and actual water sources and amounts for hydraulic fracturing, and pre- and post-fracturing water quality reports for all active water wells within 0.5 miles of fractured wells.

Mandates shutdowns of hydraulic fracturing operations when pressure readings indicate fracturing fluid has entered non-targeted geologic formations, and prohibits injection of any chemical compound that would cause cancer.

Requires operators engaging in high-risk hydraulic fracturing treatments to obtain environmental bonds in addition to existing financial assurances, forfeitable if operations damage water rights.

Presumes operators responsible for water supply pollution within 0.5 miles of a well if pollution occurs within 6 months of fracturing completion, subject to affirmative defenses; prohibits hydraulic fracturing within 0.5 miles of surface water unless operators use closed-loop systems.
